Secret Service is part of Treasury. Their PRIMARY job was to find currency counterfeiters. That was before killing Republican officeholders became A Thing.

Presidential security started just as a side duty. Now it's come to be their primary duty...must be all these out-of-control GUNS.

But in any event, while the law ALLOWS for bodyguarding of candidates that meet specific qualifications, the protection must be started, and by administrative order.
