Nope, no accident.  However, the author does sound a bit of an alarmist.

Ya' know it's funny, Israel is darned if they do and darned if they don't. Had Israel sank the vessel THEN, people would claim that they were "war mongers" and sunk an Iranian ship to start something. If they attempted to live in peace, THEN people would claim that they "should've sunk the ship off the Iranian coast".
