I was referring to people checking their own reproduction rates and only having kids they can afford and raise responsibly.  I know a couple with 10 kids.  They home schooled them and every kid that is already an adult has put themselves through college and are responsible adults.

from jan1, 1989 to jan1, 2022, a grand total loss of 1,187 has been documented from a starting population of 7,856. this includes all the babies being born. so IF you take into consideration the children expanding the towns population ( Schevchenkove ), it reflects a genocidal attack on the russian people to the total tune of 9 million, at the very least. it could be as high as 18 million due to those russians killed having children too.

I don't know where she's getting the figure; it wasn't central to her theme. She was discussing "Brain Fog" which is part of "Long COVID" - an infection that the body cannot shake, now most common in the quack-vaxxed.
