Incidentally, that approach hill he's climbing at the 3:40 mark is the same one in the movie, Easy Rider which was filmed partially in Morganza. It's also the same one you see here in the URL pic

Looks like the film producers want some $$$GOVERNMENT MONEY$$$ to "rebuild the basin."
Government doesn't have much of a track record that way. If they think it's bad now...wait until the political managers get in, with demands on wages, equipment, skin-color of managers...and zero planning and cross purposes.

Government should provide some assistance as it was the catalyst for th e basin' s destruction by building levees and diverting mnassive amounts of water from the Mississippi during high water periods which last for months at a time, causing increased siltation.
Yet , this may have helped the basin in the long run.
The problem lies almost exclusively with the oil industry and the network of abandoned pipelines.
Water flow restriction is the problem. This causes stagnent , clear water to occur which is low in oxygen. It also causes silt to fall out as flow diminishes .
There is current throughout the whole flooded watershed during high water. Not just in the river. This extends out 10 miles east and 10 miles west.
When placing wells, canals are dug. Instead of placing the spoil in barges to be hauled it, it is deposited on the side of the canal creating a spoil bank are dirt dump on both sides of the canal. Some are a mile long or more. There are thousands of these spoil banks in the basin impeding water flow.
There much more to the story but I have to get to work.
I agree that the oil companies should be held responsible for the massive destruction they've created in one of the last true water wilderness in the country. Almost I million acres (750,000 viable wetland).
But I doubt you'll get more than the token response.
And these Sierra Club idiots are not to be trusted either. The Atchafalaya Basin provides billions of dollars in seafood to the nation as a viable, renewable, commercial enterprise.
All the groups in that video want, and have already tried, to turn the Basin into a commercial free zone.

so how is this the oil producers fault? you stated that as a fact, then said nothing to back up that claim.

thats is of course if the oil industry was at fault. how do you know that the insurance or utility industry did not own those pipeline at the time of instalation? or a local city did through a bond funding. you cant blame it on the oil well owners or operators if they themselves did not fund their instalation.
