It's common.
Back before China was A Thing...the local auto parts store would sell discount tools made...wherever. I bought a wrench from them, made by the Cee Tee Company. Jamestown, New York.
Well, that could only be the Crescent Tool Company, the company that invented that particular sliding-jaw wrench. They made quality...had to be good, right?
No, it was garbage, and Nationwise, the parts chain, wouldn't accept a claim for money back.
Crescent Tools are still quality - last I checked, Crescent was owned by Cooper Industries - but they made INFERIOR tools to sell under a different name, to discount outlets.
Just because the maker is the same, doesn't mean the quality is the same.
