It is a valid question and one that I have no answer for. On one hand, I can see where the "leadership" picks young people for their athletic abilities but, on the other hand I wonder as you do whether there are better options for some things. Shooting would be another area where I would think that experience is better than youth but, I'm no expert.

Australia had a 62 year old in some equestrian events. He won silver and bronze.

College may be the last Bow venue where competitive opportunity exist thereby being able to decide whose qualified and at what level .
