It does not.
Nor does it show penalties for drug running, coercive crimes or cyber stalking.
But those have all been decided on.

The Constitution doesn't make anything illegal, per se; nor any sort of penalties for any action.  The Constitution is a document listing what's referred to as 'negative rights; iow, what the government cannot deny the country's free citizens.  So, seeing as the Constitution doesn't protect drug running, coercive crimes, or cyber stalking, those actions are left up to the individual states to decide for themselves via the 10th Amendment.
Amendment X:  The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

Also, any federal laws covering drugs are enforced by the DEA:
