In 2015, there was at least an undercard debate for candidates at less than 2%. I see the RNC preventing Larry Elder from making it to the debate as a racist deal. Doug Burgum must have bought his way onto the debate stage since there was no way he had the name recognition to poll at 1%, and the deal stopped Elder from taking votes from Tim Scott.
