Carter, although unfit for the office, was NOT stupid. He was incompetent in management/administration. He lacked understanding of fundamental principles of the American Founding.

But he was a Naval officer and trained nuclear physicist. Those are not stupid people. It's just an entirely-different subset of skills and knowledge.

Xiden, by comparison, was NOTHING his whole life. He worked for a Delaware county's DA's office while biding his time to become old enough to have the Democrat Machine slither him into a House seat.
