Without reading the article, let me guess.

1/ Almost everyone has guns, there is a culture where whoever 'wins' was right - whatever you do to 'win' is fine.

2/ they have a long history of violence,

3/ the economy has been poor for a long time, they have low chances of escaping their environment for many reasons.

4/ A law there says if there are 'willing combatants' in a murder, no charges are laid, it was all fair.
So the law has given the 'go-ahead' for gangs to murder, to create their own society.

Interesting, I googled.

.......... Actually it does not. In a list of the fifty most dangerous big cities it is 31st. In a list of the most dangerous 100 cities in the United States it’s not even on the list. The reason people think the crime rate is high is because it is publicized. ............

If you look at EVERY Democrat led city, their crime rates are skyrocketing. They flaunt and ignore the law, encourage lawlessness and excuse criminals. In the mean time, no law abiding citizen is safe in those places. Democrats punish the law abiding who dare to protect themselves and their families while rewarding the criminals. It is no wonder that crime is skyrocketing.

I refuse to live in any Democrat ran county. The schools and crime rates are in the sewer. I even see many businesses leaving Democrat controlled districts in Texas. I'm increasingly working in the outer suburbs outside of Dallas and Tarrant counties.

When I moved from Dallas County to Ellis County my car insurance rates were cut in half. The school administration was very conservative. For my youngest son's senior year, my Sunday school teacher was the school superintendent.
