lets play devils advocate. 
during the rain event, lets say St Barbara had forsaw the need to block the incomming water. 
and the need to also pump the mine during the rain event. 
would they have pulled out sooner due to the realization of the locals stupid mandates on treating the discharge of water? 
would that realization had kept the mine from being developed to begin with?
