None of these agencies need ammo, let alone have a need to be armed.

But it is the IRS... government, armed robbers.

if the US military ever grows a collective pair, the fed wants to stay as relevent as it can. in having large amounts it can at least hope to be that way for awhile. kinda akin to the fed having armories about the place the last time we had a malestorm.
