Pretty misleading headline.  He still wants people to get vaccinated; just thinks that forcing it, rather than encouraging, isn't the way to go.

He does say, though, that those who have natural immunity ought not need get vax'd, and that the young and healthy likely don't need it, either. So at least there is that.
