in brief - some leases were sold in 2018, any production was not expected till 2031. Since them times have blown out worldwide and costs increased immensely. Could easily call a production time of 2035 and counting.
Those leases are still going ahead, there was little demand for them then.

Biden reversed those. At best these ones would not have been in production till 2050. By that time oil is forecast to be a lot lower.
